WinHTTrack.

Pretty good tool and lots of options. I use it regularly.

Short answer: NO
Longer answer: You *could* do nasty things like throttle bandwidth so that 
a user can't use more than, say 4K/second. But you can't block him out. 
WinHTTrack, for example, lets you specify which browser you want to pretend 
to be, so even browser detection/blocking scripts are useless.

Like others have written, if it's up there, it can be taken.

Gosh, are you nuts? If it's so darn secret, why put it up in the first 
place? Are you going to block out AOL next? If you block an entire subnet, 
you could be blocking legitimate users and potential customers. Why do that?
