Because it's quicker to iterate and doesn't raise client
expectations about "It's going to look exactly like *this*"

Takes longer than a Visio or Powerpoint mockup. And takes more
people on the whole, particularly where you have separate design
and build teams.

That's the next stage, once the real screwups are out - less
rebuilding work when you iterate.
