Photoshop will work:

Select the red in the eyes using your marquee tool.
Feather slightly (.05 to 1 pixel max) by using SELECT... FEATHER.
Use Channel Mixer( IMAGE...ADJUST...CHANNEL MIXER) to drop the red channel
to 0 and move the blue and green channels to 50% each. Be sure your drop
down shows the red channel.
You're done.

If you want a better explanation of what the channels are, I can give it.
But these steps will get the job done.
