[thelist] locking cgi-bin

ScriptAlias /cgi-bin/ "/var/www/cgi-bin/"

The full structure is this:

/var/www/-cgi-bin
                 -conf
                 -htdocs -all
                               -public
                               -directories.

So the .htacces in htdocs works ok, the one in cgi-bin doesn't, and I don't
have root access to try one in www/.
I can access cgi-scripts from the web, simply
ipaddress/cgi-bin/script.pl  .
It seems like the problem is pretty basic, but I am not well aquanted with
server structures.
