If you want to know stuff like: what range block the IP address 
belongs to, who owns, it, what country it is assigned to, etc etc. 
Then you want to do a traceroute on it. There's occasionally more 
descriptive info in there. But with an ISP's DHCP assigned IP address 
there's not likely to be much useful info. Geektools:

http://www.geektools.com/

has a whois routine (far right link on the nav bar) that digs through 
a large list of different servers (whois.abuse.net, whois.nic.ac, etc 
etc etc). Can save you a lot of time if you're not sure which whois 
server to query.

True, but your question was a bit vague too, to be fair to Dave. What 
information do you want? If it's stuff like: how long before this IP 
address expires? or what is the name of the ISP's user who was using 
this IP address at X time on Y date? then you're almost certainly out 
of luck unless you can convince the ISP to give you the info.
