this is common question, with many valid, documented answers:

- corporate restrictions (some companies are still standardized on 
NN4.x)

- public terminals (some libraries still use NN3 since they know 
how to administer and secure it)

- system restrictions (old, slow systems)

- preferences (some people really don't *need* to upgrade, and 
won't)

- supplemental software restrictions (some accessibility software, 
for example, requires certain browser versions)
