Hello Andy,

The only *pure* PHP CMS I'm aware of which runs without a MySQL database 
(and uses flat file databases instead) is a solution produced by some 
German developers - have a look at http://www.phpcms.de

It's reasonably simple to use, and they have some reasonably English 
documentation up and running, as well as a useful forum, so have a good 
look at them.

Another option is an excellent news manager called Pivot 
(http://www.mijnkopthee.nl/pivot/) - it's based entirely in PHP and XML 
only.  It's not hard to install but it's somewhat more suited to news 
releases and blogging only.
