I, too, have read quite a bit to that effect. However, recent experience
leads me to question this. 

The anecdote:
I was having trouble getting a site indexed under one particular phrase that
the CEO wanted. I tried including the phrase more frequently in the site
content, adding headings using the phrase, all the usual. Then I went
through and added the phrase to the keywords metatag on every page of the
site, and suddenly, people were finding the site using the magical phrase. 

The conclusion:
Perhaps the keywords metatag is not quite dead yet.
