there's no definitive answer. i could rattle on about how much i like ASP,
and djc could rattle on about how M$ is the devil, etc., etc., etc.

honestly, though, if you're a gov't institution, there's probably a good
amount of Microsoft product floating around on the your co-workers'
PCs. If you're ever going to deal with excel sheets, access databases,
etc., from your co-workers and/or supervisors, your best bet is probably
ASP.

that should also answer your question about whether MS is trying to
conrol.
