[thelist] skipping 'hx' levels is bad

Again, coming into this conversation late but hoping to drag it on even
longer ;)

As someone who has always started pages with <h1>'s and used <p>'s
throughout, peppered with various <h?>'s to emphasize sections; this
makes the most sense to me.

Let me try this one on though - if you're concerned about some sort of
heirarchy, why not use nested lists?  Try that one on -- I'd like to see
what you all think!
