Check out ActivEdit, it's $99 bucks. http://www.cfdev.com/activedit

ekTron's is "cross browser" but only on windows, and it requires that IE 5
be installed because it uses a plugin that embeds IE into netscape.

ActivEdit version 3 will be cross browser and cross platform.

All of the free ones rely on IE's rich text editor, so free and cross
platform are incompatible :)
The only cross browser one I know of is eWebEditPro from Ektron.
