Hi Nicole

One last guess, hopefully someone who has actually done this before 
will chime in. :)

If it's not a path issue, or a permissions issue (although I wouldn't 
have thought ME would care less about user / group permissions), 
perhaps it's similar to an issue I had with a specific combination of 
apache and php builds (1.3.22 and 4.10 respectively) on solaris x86. 
The install activated the module but did not load the module in the 
httpd.conf file (after much stuffing about it turned out to be 
corrupt somehow). I appreciate you're running the program at the 
command line without a webserver, so it's obviously not an apache 
issue.

Maybe it's a conflict between a specific win32 build of php with the 
extensions you've downloaded? Could you try older or more recent 
builds of php? 4.11 and CVS php source worked fine with apache 1.3.22 
for me, but I simply couldn't get 4.10 to build.
