A Server Side Include is processed *before* being sent out to the client.

<!--#include file="footer.inc" --> is only seen in the source code. When it
reaches the browser (or spider) it has been replaced with the contents of
footer.inc. Therefore, the <!-- and --> (ie. the commented bit) is not seen
and the include is not commented out.
