Depending on your comfort level with these languages, I'd say:

1) probably less development time with ASP/SQL Server and components
2) definitely don't use Access
3) PHP/MySQL will work well also, but it's not as "simple" as ASP (VBScript)
so prepare for extra dev time unless you're equally skilled between the two.

Personally I'd probably use the PHP/MySQL combo for stability reasons. ;)
