If the job requires a government security clearance, the rules are a bit
different from agency to agency. But the short answer is no. You have to
have the job before you can be issued a clearance and if you leave the
facility where the clearance was issued, you will need to apply for a new
one. You can no longer carry a clearance from one facility to another. Any
employer who is asking for a clearance prior to employment clearly doesn't
know what they are doing or talking about, (here in the US anyways).

I've come across quite a few job listings lately where a current security
clearance is a requirement.
My question is this:
Is there a way to get a government security clearance without having to
already have a job that requires one? (Kind of like how employers want
experience, but the only way to get experience is to have a job . . . )
