Hello, thelist...

I've just returned from some time away, so apologies if this has been
discussed of late. I'm still catching up! Here is my problem:

I have a small (750) newsletter list that is 100% opt-in, opt-out via a
website form. I confess that I have been sending mailings by dumping the
comma-separated list of subscribers into the BCC box in Outlook, and mailing
newsletters to myself.

I am having a *lot* of trouble with AOL, Hotmail, and Yahoo! addresses. I'm
not sure if I'm being SPAM filtered or what, but I'm bored now with manually
removing bounces.

I'd like an ethical, responsible list management tool. I have seen lots of
software I can run off my local machine, but it all seems dodgy to me. I
like Mojomail, but it doesn't appear to manage bounces.

Most important features I'm looking for are:

1/ Reasonable rate of send, i.e. not too fast. I've read somewhere that 30
emails every 5 seconds is what's fair on my outbound mail server.
2/ Some sort of automated management of bounces.
3/ Something that is not going to get me blocked from AOL and Hotmail, which
I understand have odd SPAM filters.
4/ Something where people can easily subscribe or unsubscribe from the
website.

I'm on a Windows server using CDONTS and Perl is installed.
