You can fake it rather well.  I'm amazed at the amount and quality of
z-depth action scripting people have written, too.  Check out this link
for an interesting tutorial, and dig up the high school math book.

Sorry, the Macromedia Flash Player is a 2D sprite animation system, and
so has no volume.

(People do make swirly searchlights as a simulation, but it's important
to remember that realtime alpha transparency adds to the load on the
computer.)
