It depends on how the author created the file. If they put a simple
"getURL" event in a button, then you can modify it in Dreamweaver's site
window, for instance.

If it's a regular "getURL" in some other type of script then you can
inspect it, but not edit it, in a tool like SWF-Browser:

Other than that, though, yes, you'd need the source authoring file to make
changes to the compact delivery file, sorry.

As Erik pointed out you might be able to finesse the issue by just making a
new target HTML page at the new SWF address which then redirects to the
desired HTML file.
