Did you try a defrag? Also, a virus checker can cause Outlook to take
significantly longer to load, especially if your .pst file is pretty
big.

My suggestions would be:

  1) Defrag
  2) Norton WinDoctor, if available.
  3) Move .pst to a different physical drive
     (or at least partition), if available

Do you have IMAP email accounts? Outlook may be trying to connect to a
non-responsive IMAP server.

Other than that, I'm outta ideas.
