That pre-paid ISP option is pretty neat....

Here in the US I'd say your client has a variety of options:

1) Locate an internet/cyber - cafe in each city
2) Access the Internet from a library in each city (might depend on
how the updates are pushed)
3) Sign-up for access from one of the national providers (Earthlink,
AOL,MSN...)
