I've just started looking into Typo3. (http://www.typo3.com) It's
MySQL/PHP-based and (so far) looks like it requires no root-level tweaks
to make it run. As for the depth of features/functions/tools of the
system, all I can say is RTFM (5 PDF documents!). It has a LOT of bells
& whistles, including a fairly nice web-based WYSIWYG editor (if there
IS such a thing).

And it's FREE! (released under the GPL)
