Not just sad, but unnecessary and often an attempt to cover up poor
workmanship in the first place.

If you've developed your site right to start with, there's no redevelopment
cost.

Think of it this way - you need to travel from London to Edinburgh and need
to pick up people in Birmingham to take there too.

If you get to Edinburgh without the people, yes, it'll take you time and
cost to go back to Birmingham, pick them up and return to Edinburgh. If you
took a very short time to step off the M5 in Birmingham on the way, it
would be really, really easy and you wouldn't be carping about the 12 hours
it would take you to go back and do the job properly.
