the way i see it is that the first time its starts var arrow = "off" - its
only used in the first instantance - once you've clicked on the link to
change "off" to "on" it will just continue with whatever value has been set
to the click value (off or on).

So judging from that, because the 'arrow' variable is declared outside a
function, it retains its value (even when set within a function) throughout
the perpetuity of the page?
