Let first start off by saying that I have never seen this problem.... I'm
grasping at straws here.

Is it possible that you are now running under a new security context?  Were
you perhaps running as the anonymous IUSR, and are now logging in using a
new user account? Could that be what changed?

Also, please have a look in the event logs to see if there were any errors
raised there.
