You have a file compressed in Mac format.
The designer will have a Windows version of Stuffit Expander but you should
be able get one from the Aladdin site. He could also have zipped it.

If you could expand a mac font you wouldn't be able to get it to work on a
PC.

PSD files are brilliant but your designer should have rasterized the font
before he sent it to you.

Fonts are the bain of designers' lives especially when sharing files.
