Well, he really has his pick of the litter. If he is a programmer, then
I would suggest PHP. Its syntax will look familiar, and it is easy to
pick up if you are familiar with programming concepts. As far as
databases go, if you want to do it on the cheap, then mySQL would be my
choice, if money were no object, then I'd go with Oracle. Of course, if
he were to build his server from scratch, then definately go with
Linux...most distros come with PHP/mySQL/Apache installed.
