[thelist] Language, Locale: Spanish, U.S.?

We have a site we've developed for a U.S. Senate Campaign, and now the
client wants to develop a Spanish version and I'm trying to find out
information about this language and locale stuff, as used in:

   <html xmlns="http://www.w3.org/1999/xhtml" xml:lang="en" lang="en-us">
   <meta name="keywords" lang="en-us" />

Is there a language/locale for Spanish in the U.S. *only* (something like a
"es-us")?  Maybe someone could explain how this language/locale thing
works, who determines language and country combinations and where to find a
list of them.
