Sweden is a similar market and I can say that here we develop ALL our sites
so that users aren't even allowed in unless they have at least a 1.5Ghz P4
and a T1 connection.

OK, so I'm being a bit sarky ;-) Sorry!

The point is that yes, ADSL and other well priced and well-delivered
services mean that many people in Scandinavia do have good connections.
Scandinavians (I'm not one, but I live here so I'm allowed to generalise ;-)
tend to have been very enthusiastic about implementing the Internet and
computers in their daily lives. Proportionally there are more well specced
machines per head than in the UK or the US or many other European countries.

HOWEVER (and it's a biggie) as a web developer here, we have exactly the
same concerns about keeping page size and complexity down as anywhere else
in the world. I work for a company that has predominately corporate clients
and we encounter Netscape 4.7 extremely often (for instance). On top of
that, while there are *more* users with ADSL and the like, there are still
PLENTY who use dial-up.

My recommendation would be to go and take a look at a range of Norwegian
sites in a similar market and see how they have approached the issue. You'll
probably find that they aren't developing much differently to you.
