Yes. Since most popular media is controlled by US-based groups, any US
law is applied to the business processes, and therefore also all
lobbying efforts, of those groups, causing a spill-over into the
customer experience elsewhere.

If US law provides effective blockage of personal copying rights, then
that will be echoed in products worldwide. If media corps. are able to
force libraries in the US to charge members a per-use fee for access to
media, then they will most likely do that elsewhere, too.

Etc.

So yeah, it should definitely be a concern.
