I think there's an option for starting the daemon while bypassing the
GRANT tables.
Yeah, there is

--skip-grant-tables

So I'm thinking that as Linux root you could kill the daemon, then
restart it skipping the grants. Then you could re-apply the grants as
appropriate.

Haven't tried this. Attempt at your own risk
