[thelist] MySQL Permissions Going In Circles

I was able to login like this with no problem, but the error that is being
thrown when I try to perform a grant is

ERROR 1017 Can't find file: "./mysql/user.frm" (errno:13)

However, the file is there and it is not corrupted. I am just shy of pulling
my hair out. I also tried the "resetting permissions" (I have been on
MySQL.com all morning trying to hack this out before coming to thelist)
thingie.
