You've probably checked this, but just in case :

Is Apache listening on 127.0.0.1? If it is NOT, then IE will try and
connect to the internet to access your local server. Also, try checking
your mentioned hosts file for the localhost entry. Another thing, try
setting IE to work in offline mode.
