Some of us build sites for platforms that do not use JavaScript.  These
platforms are a small proportion of overall Internet usage but still may
constitute a significant proportion of a specific target population.  I
build based on the requirements set down by my employer and discovered
through user observation.  Sometimes that means I get to build sites where
JavaScript cannot be a requirement. Okay?
