Noah,

My hunch is that you have a custom 404 page for the
site, and it has a relative reference to main.css.

Thus, when someone requests a invalid URL, if your
custom 404 page cannot find the relative main.css, it
generates another 404, etc.

If you change your reference to /tools/main.css, that
shold take care of it.
