On the PocketPC, you have a much smaller screen size and not all of
your HTML renders the same.  The best way to design for it, of course,
is to have one with you and constantly refreshign the screen as you
design.  That's the only way I was able to make sure my designs were
working properly.

Barring that, just make sure the site is fluid enough to fit on a
small screen without breaking, don't try to do anything to
browser-intensive, and don't get too carried away with JavaScript or
DHTML.
