Nope that is not correct.  There is no restoration of previous state on
boot for Win32 services.  The startup type (Automatic, Manual, Disabled) is
read anew on each boot.  Now it is still possible that a service set to
Manual will get started automatically.  This occurs when a dependent
service is set to Automatic.  For Example:

1) IIS Admin -> Manual
2) World Wide Web Publishing Service -> Automatic

#2 depends on #1.  Given that the only way to prevent #1 from starting on
boot is to set #2 to Manual as well.  You could alternatively set #1 to
Disabled but that would cause an error. :)
