No monitors or managers are installed to my knowledge (this is my own standalone
development box).

I *am* running SQL Server 2000, ColdFusion 5, and PHP -- but I can't see how any
those  would have anything to do with this.  I recently upgraded my hardrive and
reinstalled  everything,  but  this  is the exact same config I had before and I
never had this problem then.

As  far as the command line, I tried those suggestions (thanks for those, BTW --
I didn't know what the commands were to do it from there). Each one reported the
service  was stopping, then that it was stopped. A simple query of a development
site on localhost right after showed that WWW services were *still* running.

I  did  get  one error from Windows saying the service could not be stopped, but
that no error was reported. Another "helpful" error message from Windows...

Any  other  thoughts,  ideas, or crazy-ass theories as to why this is happening?
If   I  have  to,  I'll  set  both  services (IIS Admin and W3SVC) to manual and
reboot, but that's a pain anytime I need to run an install or update PHP.  And I
hate it when Windows does things I can't explain.
