[thelist] MySQL User question

I have created a new user for my mysql database.  I want to limit that user
to a certain database and nothing more.   If I use the db table in MySQL
and have the following in it, does it limit this user to their table?

Host - localhost
DB - their database name
User - their user name

Is that how this works?
