I (sort of) got around it like this:
<ol start="32">
<li>bimble</li>
<li value="a" type="a">bimble option a</li>
<li value="33" type="1">bumble</li>
</ol>

Which renders as;
32. bimble
 a. bimble option a
33. bumble

Which is good enough for the client, even if I think its a bit of a bodge
