Most forum software will let you to limit the search engine by not
allowing search strings less than a certain number of characters (eg
http://forums.barrysworld.com/search.php)

I don't think that you can stop the IE 'Offline files' feature from
accessing your server - but I might be wrong.

Maybe try limiting the bandwidth usage (say 500kbps) at the server?
