I've implemented just such a system for the website freelancesuccess.com.
There are several screens that allow the publisher of the website to add,
delete and modify users, including logins and passwords. When this happens,
appropriate entries in a .htpasswd file are added, deleted or modified.
There's even a PHP class that takes care of the .htpasswd maintenance. It
wasn't all that difficult to do.
