It's not an all or nothing case of "understanding css or not", it's a
question of "how much CSS does a browser understand", as
there's been partial support way back to IE3.01
Here's a chart which shows which supports what:

However, please don't misunderstand what 'not supporting'
means. It means that the end result won't *look* the way you
expected, not the site won't be visible nor that the content
and (server-side) functionality won't be accessible.
