The W3C spec puts this in the 'dir' attribute, as in:

<html lang="ur" dir="rtl">

I'm not sure, but I suspect you need to specify a special "charset" to get this to work.

I'm also not sure about browser support for this attribute. (Although [I think - if I understand his "legend"], this guy, http://www.zdnet.com.au/developer/taglibrary/d/dir_sa.htm , says that Mozilla, Netscape, and Opera do not support this - but that IE has since 5.0b2.)

[A small test I did in IE5.5 moved my text to the right hand side of the screen and placed my punctuation at the left hand side of the sentence instead of the right.]

Maybe you can view-source an on Urdu site that has this working and see how they did it?
