A Web content developer should satisfy this checkpoint. Otherwise, one

1194.22(n) - it's generally assumed that Section508 rules will be the
ones used to interpret the ADA principles)

Given that employers (with > 15 employees - would you need an intranet
if you had fewer than this?) are covered entities under the ADA
(http://www.eeoc.gov/laws/ada.html, or Section 101 if you want to go
through the full act http://www.usdoj.gov/crt/ada/pubs/ada.txt), and
adding labels to form fields sounds like reasonable accommodation that
would not cause undue hardship, it's pretty clear that a US-based
intranet is required to do this.

(note for non Americans there are equivalent obligations for other
countries too - in the UK it's Part II of the 1995 Disability
Discrimination Act)
