The problem is that the mentioned page is missing the charset
statement.
In the absence of the charset specification, IE assumes Windows
codepage, whereas other browsers assumes something else (I have no idea
what).

On that page, by putting <META HTTP [...] charset=Windows-1252"> then
the page displays correctly under Windows platform, either browser.
However, the Windows charset is to be avoided, if the user platform is
unpredictible (i.e. if the page is for internet use and not for a
closed known intranet).

For the ISO charset, as already mentioned, the code characters between
80 and 9F hex should not be used.
