	You answered this question below:

	Your first tool when building a site should be plain paper turned
landscape wise, and a pencil. The second one is paper with lines on it so
you can make scratchy notes that will be all marked up and crossed out as
the site begins to gel.
	This works out lots of issues before you even code a tag or open
Photoshop. By the time you get to an editor (html or graphics) you will be
able to see your site laid out in front of you, probably in what should now be
a folder with your notes and drawings.
