In the UK it's from the last Sunday morning in March
at 0200 until the last Sunday morning in October at
0200.  During that period, Greenwich doesn't use GMT,
which confuses the hell out of some server admins...
GMT remains fixed even while Britain is having
summer time instead (as listeners to the BBC World
Service will know).
