Post Nuke.
It's open source.
There's a pretty good separation of HTML and PHP because of the way themes
are implemented, but it's not perfect. And the "quality" of the html will
vary from theme to theme.
CSS > someone out there claims to have a version of Postnuke transferred to
CSS. It would be an older version though, but still worth looking into.

With a quick search, I found Chinese, Japanese, Korean, Russian and Arabic
versions of Post Nuke, but no Hebrew.
