I doubt you'll find one, because PHP isn't a better scripting language than
Perl :) Different tools for different jobs - PHP excels at web scripting
because it has built in functionality for pretty much everything you could
want to do, but Perl is a far more general purpose language (not to mention
a lot more powerful in many respects, if you don't mind soe scary looking
syntax).

As far as convincing management of the benefits of PHP for web scripting
goes, I'd take a look at the case studies on <http://www.zend.com/>.
