The "reviews" section of PostNuke has pretty much all you want, including
ratings.

Authors can upload their articles (although uploading images has to be done
in a different manner). Users can comment on said articles, and give a
rating.

Sorting can be done by date, and by ratings.

You can also disable everything else in Postnuke, to have only that module.
But at least you're not painted in a corner if your client wants something
else. Postnuke has support for a lot of things now.
